On hold . . . The upgrade of the Soldiers Block is on hold while the Hurunui District Council explores way to finance an estimated $5.25 million upgrade.

Soldiers’ Block upgrade on hold By KIT CARSON The brakes have been put on the upgrade of the historic Soldiers’ Block in Hanmer Springs. Six years on from being gifted the block by the Government as part of a wider property deal for part of the former Queen Mary Hospital site, the council has baulked at the $5.25 million estimated price tag for the upgrade of the building. It has also questioned the willingness of potential tenants to meet the rent that would be required to help meet loan repayments.

The council will now wait on more detailed information and costs which might allow it to move the project forward. It has asked staff to explore various funding possibilities including the use of $1.5 million set aside by the Government for expenditure on the Nurses’ Hostel. It has also suggested an approach be made to Conservation Minister Maggie Barry to visit the Queen Mary site in the hope of attracting additional funding. Councillors also suggested potential funding could be sourced to mark commemorations celebrating

the end of World War One. The $5.25 million estimate from Davis Langdon quantity surveyors did not include fitout costs, estimated at $600,000 for the pools offices and $225,000 for a cinema. Based on the $5.25 million and the assumption tenants’ meet their own fitout costs, a rental return of $496,000 a year would be required to service a loan over 20 years at seven percent. This equates to $265 per square metre a year if the full floor area is leased. Present commercial rentals in Hanmer Springs vary from around $250 to upwards of

$450. The figures caused angst among councillors who felt 100 percent occupancy throughout the loan term was not realistic. Council amenities and special projects manager Bruce Yates, on behalf of a working group comprising Crs Dick Davison, Jason Fletcher and Gary Cooper, said the council either went ahead with the work or it continued to ‘‘mothball’’ the building. The group said while the Nurses’ Hostel and Chisholm Ward offered little commercial appeal, the Soldiers’ Block had attracted a large number of potential users.

‘‘The most significant of these were the thermal pools managers who proposed the the western octagon be converted into administration offices for their staff,’’ Mr Yates said in his report. This would provide an anchor tenant and preliminary designs had already been done to accommodate the offices within the restrictions of the heritage features retention, he said. ‘‘Other possible users include a commercial cooking school, a boutique cinema, a gymnasium, an art gallery and commercial offices.’’ Continued Page 3

Residency causes issues By AMANDA BOWES Making it easier to gain residency for immigrant workers would go a long way in helping to retain staff in the dairy industry, say two Hurunui dairy farmers. In response to an article in last week’s issue of The News, Dave Hislop and James Bourke say staff retention issues among immigrant workers is often due to the difficulty they have obtaining residency, not because they don’t want to keep working in the area. ‘‘There are many farms around our district who have families now living on the farm, as the main worker has been able to get residency. ‘‘Unfortunately, due to immigration laws, it is usually the people who have farm management jobs that gain residency. ‘‘Some are now in their fourth, fifth and sixth year of working for the same dairy farm owner,’’ says Dave. Other factors that make it a challenge for immigrants, include difficulty getting a driver’s license and under utilisation of skills. ‘‘There are lawyers, nurses, teachers and veterinarians, who can’t practice here, (unless they re­train) but bring a wide range of skills, with the ability to learn new ones. ‘‘We as employers, need to ask what we can do to utilise their skills more appropriately. We are bringing hugely skilled resources into the area which can’t be harnessed because the person

only has a temporary work visa.’’ James and Dave say the problem of long hours is one most dairy farmers have addressed by having fair milking rosters, shorter working weeks and time

off for activities outside the farm. ‘‘Dairy farmers have access to Dairy NZ’s roster calculator and many use it. The leading farmers want good staff. Fair rosters help retain good staff.’’ Dave says another problem immigrants have is in obtaining a driver’s license. Not only because of the cost but because of the cultural component and a fear of failing. ‘‘If you or I fail at something, we tend to just try again. Particularly in the Filipino culture, there is a real fear of failure. Getting someone past that fear can be a challenge.’’ There is now a shuttle that takes workers from Culverden to Hanmer Springs where many work within school hours, returning home in time for the end of the school day. ‘‘It would give these people so much more freedom to get out and about if they could get their driver’s license without that fear of failure.’’ Apart from immigrant workers, there is also room for Kiwi tradesmen to set up business in the Amuri area. ‘‘It’s an area where a young person can set up a business and work towards buying a house and raising a family, if they want to. There are also plenty of outdoor activities on offer,’’ say James and Dave. The two farmers say they think there is a lot less staffing issues than there have been in the past and there would be even less if the ability for immigrants to gain residency was made easier.

Christmas not festive for all By DAVID HILL Christmas can be a difficult time for people suffering from loss. Waimakariri District Council injury prevention co­ordinator Sarah Lodge says Christmas can be stressful enough, without a sense of loss. But there is support available. ‘‘Christmas is not festive for everyone. But there’s some amazing people who really step up at this time of year. The churches do a really good job of reaching out to people and the Lions volunteers were out in force last week with Toot for Tucker. ‘‘People look out for things to do to look after people at this time of year. It’s the stuff that goes on behind the scenes that

people don’t know about which make a real difference.’’ The support group Waimakariri Bereaved by Suicide is organising an evening on Tuesday, December 16, from 7.30pm to 8.30pm with Tuahiwi counsellor Michael Wise at Hope Cafe, Rangiora Baptist Church, East Belt, to help people who are suffering through loss during the festive season. ‘‘It could be any type of loss. They might have lost a loved one, or lost their job or their health, or they might have lost someone who sits next to them at work. ‘‘Michael Wise did some work through the earthquakes, he was commissioned to help those who lost loved ones on February 22.’’

The council is once again running the Waimakariri Mocktail Competition, with recipes for non­alcoholic cocktails being accepted until Wednesday, December 17. The recipes will be collated into a book which will be distributed around the district and will be available at local libraries and the winner will receive a prize. Ms Lodge says the competition has been made possible thanks to funding from ACC and the Health Promotion Authority, as part of the ‘‘No Beersies Campaign’’. The council also has a new community events trailer, thanks to earthquake funding. The trailer has been stocked with games and barbecues and can be hired out for community events.

The working group had over the years interviewed a number of prospective tenants and was satisfied there was sufficient interest to further explore refurbishment of the entire building. North Canterbury’s Mayors have welcomed the Government’s announcement of public consultation on the future of Environment Canterbury (ECan) next year. Environment Minister Dr Nick Smith and Associate Local Government Minister Louise Upston announced at Friday’s Canterbury Mayoral Forum, the Government will finalise an options document on the future of ECan for public discussion in the new year, and intend having new structure in place in time for the 2016 local body elections. Waimakariri Mayor David Ayers welcomes the opportunity for public consultation. ‘‘Obviously the final shape of the discussion document will not be known until March, but it’s important from a point of view of resource management and particularly water that we have governance arrangements for Canterbury.’’ Hurunui Mayor Winton Dalley says restoring an elected regional council needs to remain a priority. ‘‘I have made it quite clear for some time that we have to work our way back to democratic governance and this is the start of that process. ‘‘The good news is we don’t have to be distracted by the Super City nonsense. We can continue working together informally as we do now. The councils have a high degree of collaboration and I’m sure that will continue.’’ Kaikoura Mayor Winston Gray says he welcomes the Ministers’ assurance the new governance structure will continue the work of the Canterbury Water Management Strategy.

While water is high the agenda for any future role for ECan, Mr Ayers says the question of responsibility for public transport will be up for review. At present ECan operates public transport for the Greater Christchurch area, including Christchurch, Waimakariri and Selwyn, and for Timaru. ‘‘I’m happy with the current arrangements, but there would be some advantages in having the three (Greater Christchurch) territorial authorities controlling the entire system and leave Timaru to run its own, because we are responsible from some of the infrastructure such as bus shelters. ‘‘It would also make it easier for the councils to integrate public transport needs into their town planning.’’ Mr Ayers says the Greater Christchurch councils also need to be thinking about the future of rail as part of the transport mix. Dr Smith and Ms Upston said the Government planned to publish an options paper in March for public consultation, after further discussion with the mayors in February, before meeting with all 10 councils and receiving public submissions. ‘‘Legislation is likely to be required which will go before a select committee and provide a further opportunity for public input. ‘‘The immediate priority in Canterbury is the earthquake recovery. ‘‘In the longer term, the wise management of water for economic development, recreation and the environment will be critical to the region’s future. We want to take time to consult and get these decisions right.’’

By SHELLEY CALDWELL­TOPP Do not miss the Rangiora Christmas Tree Festival this year. This special annual Christmas event is being held in the Waimakariri District Council foyer to raise funds for CCS Disability Action, and the Cancer Society­ Rangiora Rural Group. More than 30 Christmas trees covered in fairy lights and decorated by volunteers in every way imaginable have filled the foyer with colour and Christmas fun. The trees were decorated last Monday morning in time for the festival opening at 9am on Tuesday. Organiser Mary Gerard said the foyer was packed with people decorating the trees. The event is sponsored by The News, and every tree is sponsored by a business or charitable institution. Festival visitors are asked to give a gold coin donation, vote for their favourite tree, and buy a ticket in one of the raffles being held at the event. There is also a Remembrance Tree where visitors can add the name of a loved one to the decorations, and a Wishing Tree where visitors can make a wish to put on the tree. The festival runs until December 18.

Time running out By SHELLEY CALDWELL­TOPP Time is running out for members of the public to have their say on where psychoactive substances (widely known as legal­high drugs, party pills, energy pills or herbal highs) may be sold in North Canterbury. Submissions on the Waimakariri District Council’s statement of proposal for the Draft of Psychoactive Products close tomorrow (Dec 12), at 5pm. So far only two submissions have been received, from the New Zealand Police and the Rangiora Promotions Association. supports the policy in its entirety.’’ The Government introduced a temporary ban on the controversial sale of legal highs in June this year, primarily to allow councils time to formulate a psychoactive products policy after consultation with communities. At present councils do no have the authority to ban the sale of legal highs or even restrict the number of shops selling them. Before the Government’s temporary ban on the sale of legal highs was introduced, there were no shops selling psychoactive substances in the Waimakariri District. The Waimakariri District Council’s draft Psychoactive Products Retail Locations Policy aims to minimise the harm these shops do to our community. The new regulations are expected to be in place by June next year. If councils do not have a policy in place by then there will be no restriction on the location of approved­product legal­high retail premises in our district. The past defines present, future Dwelling in the past may not be wise, but history has made us what and who we are. History sets the direction for the present and the future. As this year draws to a close one cannot help but contemplate what has progressed and been achieved and what has stalled or was agonizingly slow to achieve in the past year. One can reflect on the challenges and those issues that could have been handled more wisely. The things I worry about most are not the things we have done and maybe got wrong, but the things we have not even attempted. The opportunities that go begging because we lack the courage, foresight and commitment to tackle, leaves just as great a legacy as our achievements do. Looking back at History, WW1 had a huge impact on New Zealand as a young Nation and influenced and shaped our development and culture. Nationwide, the Centenary ‘Commemoration’ not ‘Celebration’ of the outbreak of the War commenced in August. Hurunui communities have adopted the White Cross initiative where a Cross bearing the Name, Rank, and Number of those who died

as a result of the war will be erected in appropriate places on appropriate occasions for the duration of the Commemorations, concluding in 2018. Local communities will be determining what other commemoration events they want to initiate. One initiative is a mounted cavalcade from the Peaks District through Hawarden to the Service in Waikari next ANZAC Day. Many local horses joined the war effort and never returned. The Hurunui District owns a significant remnant of WW1 ­ the historic Queen Mary Hospital in Hanmer Springs. One building known as the Soldiers Block was built to house soldiers while recuperating from health issues resulting from their war service. With the huge national history and heritage associated with this site in mind, I have seeded the idea of a significant event at this venue toward the end of the commemoration period. While contemplating the past, let us resolve to learn from the past and commit to every opportunity in the New Year. Jean and I wish you all a safe and peaceful Christmas season.

The only thing flies have going for them is you can hear them and deal to them with various methods including a rolled up newspaper or fly swat ­ neither of which is very hygienic. And then alas you are left with the carcasses to deal with. Mice on the other hand appear out of nowhere, scuttle silently across country before disappearing ­ to where I have no idea. Flies come in the doors and windows. With a bit of audacious manoeuvreing you can be rid of them and shut the doors and windows to ensure the black invasion stays away. The grey plague, on the other hand, is not so easily disposed of, particularly if you have no idea where they arrived from in the first place. Flies dive bomb you when you are at the stove, whizz around your ears, ducking and diving with the buzzing getting louder and louder, until suddenly it goes silent sending your arms flailing around madly driven by the notion they have landed somewhere on your anatomy!

Mice on the other hand scuttle around the floor, hard up against the walls, pretending they are not there. You glimpse them as they race hither and to. They generally wait until you have visitors and you are left hoping they have not seen the creatures. And they return to haunt you just as you put your head on the pillow. I swear they have hob nail boots on as they race around in the darkness. Traps have proved quite successful ­ I have lost count of the number I have snared, but they just keep coming back, particularly when it is cooler and they seek refuge in warmer climes. The beech masting is the culprit keeping them in food, good and health and breeding mode. But when that tucker source dries up they come looking and seem certain they will find plenty at my place. But I am comforted to know I am not alone. It is not the easiest topic to bring up but when you do you will find you are not alone in having a scourge of mice. It is pretty well spread throughout North Canterbury, particularly in homes, sheds and barns close to beech forests. Scores of the creatures are being caught with not a dent in the numbers. And the flies just drone on.

Grotto enchanting The Rangiora Showgrounds pavilion has been transformed into a magical Christmas winter wonderland for Santa’s Grotto. Ashgrove School’s main fundraiser for the year was opened during a gala night at the showgrounds last Friday. Already it’s proving a real crowd pleaser and looks set to give the school a welcome present this Christmas. More than 650 people visited the charming grotto on opening night. Similar numbers attended during the weekend and it has a big approval rating on Facebook. With more than 50 brightly­decorated Christmas trees, hundreds of fairy lights, reindeer, teddy bears popping up everywhere, Santa’s workshop and lounge, complete with ironing board and the famous red jacket waiting to be ironed, it’s an enchanting place.

Santa himself is in attendance and will be every day until the grotto closes on December 14. There is also a treasure hunt for children, and an opportunity for them to talk to Santa in person, have a photograph taken with him, or they can send him a letter in the big red post box. The grotto is usually held at Ashgrove School, in Rangiora, but this year the school’s Parent Teacher Association, organisers of the event, and the Board of Trustees, decided a change of venue was needed. Rangiora Promotions, MainPower, Millbrook Kitchens and Toyworld helped them achieve that. ‘‘It has become a really big community event now,’’ said Evan Connor, chairperson of Board of Trustees. ‘‘A lot of work has been done by a lot of people on this project at a very busy time of year which is really appreciated,’’ he said.

Christingle service By DAVID HILL Woodend’s popular ‘‘Christingle’’ service is back with a real donkey. Woodend / Pegasus Anglican Parish parishioner Kay Graham says the annual inter­active Christingle service attracts families from throughout the town. It will be held at St Barnabas Church, on Main Road, Woodend, on Sunday, December 21, from 4.30pm. ‘‘It’s always been a very popular service. ‘‘There have been times when we have had people looking in the windows from outside, because they couldn’t get in, so the advise is come early to get a seat,’’ Kay says. ‘‘It is quite inter­active with audience participation. ‘‘It’s a lot of fun and great for young people — all children will be integrated into the play in some way. ‘‘I will be sad to miss it this year, because I’m going to be overseas.’’ This year’s star performer will be a real donkey named Harriet and children will be dressed up as

angels or shepherds or animals and adults can join in. The Christingle service will coincide with the parish’s family service held on the first and third Sundays of the month, which caters to a growing number of local families. Kay says Christingles will be given out to children after the service, with their meaning explained. According to Wikipedia, a Christingle is a symbolic object used in Advent services in the lead up to Christmas. The word Christingle is derived from the German world Christkindl, meaning ‘‘Christ child’’. A Christingle consists of an orange to represent the earth, a red ribbon to represent the ‘‘blood of Christ‘‘, dried fruits skewered on cocktail sticks pushed into the orange to represent the fruits of the earth and the four seasons, and a lit candle pushed into the centre of the orange to represent Jesus as ‘‘the light of the world’’. The man who rallied support and co­ ordinated a huge fundraising effort in the late 1970’s to save the Hanmer Springs Thermal pools, has been remembered with a seat at the pools paying tribute to his efforts. Only two of the 11­person committee remain ­ Robyn Combe and Murray Sisson ­ and through their determination to pay tribute to Colin McIvor’s efforts a seat has now been placed at the pools in memory of him. ‘‘Quite simply there would have been no Hanmer Springs Thermal Pools today without him (Mr McIvor),’’ they say. The committee headed by Mr McIvor was set the daunting task of raising $32,000 to save the pools before the Amuri County Council stepped in and closed them down. The pools had passed their use by date and it now emerges that the committee got

wind of plans to pour concrete down the bore and seal it off forever, closing the pools permanently. Nina chases a cure By DAVID HILL Nina McKay has overcome more challenges than your average 9­year­old, to become ‘‘one of our stars’’ at Southbrook School. Principal Shane Fletcher says the school is proud of Nina, who was diagnosed with type one diabetes at age 7, after she raised $3710 last month in a new initiative called ‘‘Chasing a Cure for Type 1 Diabetes’’. ‘‘They have done so well and they just get on with their challenges. She is one of our stars’’ Nina says she receives four blood tests a day and two insulin injections in the morning and one in the evening. The ‘‘Chasing a Cure’’ fundraising effort was a new initiative to raise money for the Spinal Cord Society. The challenge was to wear a blue or yellow t­shirt with ‘‘Chasing a Cure for Type 1 Diabetes’’ printed on it everyday for a month to raise awareness of diabetes. Nina and her parents Ross and Jane McKay and sister Diaz (11) wore blue t­ shirts, and t­shirts were given to other children with diabetes including fellow Southbrook School student Nico Downes (12) who wore a yellow t­ shirt. ‘‘I didn’t even think we would raise $1000 ­ it is a lot of money. I was pretty happy,’’ Nina says. The McKay family even

Nina says she raised $416 from a mufti day at the school, while money was collected from a ‘‘Give a Little’’ page on the internet and her parents collected donations on Facebook. Nina says the biggest challenge was finding clothes to match the blue t­ shirt. Mr Fletcher says the

students and staff were very supportive of the challenge. ‘‘Everybody was really good. I don’t think anyone had them on about the t­ shirts. They realised she was supporting a good cause and they have been really good about it.’’ Nina hopes the project will be extended so other families throughout the country will get involved. And if she does it again, she says she wants to wear a teal coloured t­shirt, her favourite colour.

Growth continues Southbrook’s industrial area is continuing to expand. Proposed business developments at Southbrook were rushed through earlier this year as ‘‘priority areas’’ as part of the region’s Land Use Recovery Plan (LURP), which was signed off by Earthquake Recovery Minister Gerry Brownlee in December last year to add the recovery. Pockets of land on Fernside Road and Todd Road, which runs between Fernside and Flaxton roads, have been rezoned as business zone two, which is the same zoning as the rest of the Southbrook industrial area. Another pocket of land, on the corner of Flaxton and Fernside roads has been rezoned as business zone six, which is a new category for the district. The business six zoning was to allow the site to be developed as a museum, wedding venue, tavern, conference and accommodation facility. The LURP is a statutory document

which directs the Christchurch City and Waimakariri and Selwyn District Councils to make changes to their district plan to aid the earthquake recovery. Many of these changes have already occurred, while others are to be developed by the council and provided to the Canterbury Earthquake Recovery Authority within specified timeframes. The LURP also includes new developments in Kaiapoi, Rangiora, Woodend and Pegasus which have required changes to the district plan, but it does not include the residential red zones. No statutory process for consultation is included within the LURP, however the council has sought community feedback where possible. Other areas covered in the LURP include the rezoning of rural land in the Tuahiwi area, to address historical grievances.

Big changes at Southbrook By DAVID HILL

Big changes are instore at Southbrook School. Principal Shane Fletcher says people can expect to see some physical changes at the school over the next two years. ‘‘It’s really exciting times. The physical dynamics of the school will change quite dramatically.’’ New classrooms have been in the pipeline for some time, but earlier this year the Government confirmed $2.4 million had been allocated to Southbrook School, as part of a $22 million budget to upgrade Waimakariri schools. Mr Fletcher says six new teaching spaces, administration, reception and a research centre will be added to an existing classroom block on the southwest corner of the school, while the school’s boiler room and library will be demolished. ‘‘It’s been a long process, but we are all ready to go. It’s a massive project and there’s so many dynamics waiting for all the schools to be ready to go.’’ The new research centre will incorporate the library, ‘‘mixing the books with the technological age‘‘, he says. ‘‘It’s about considering what the school will need in 10 years time, rather than where we are now. ‘‘There are real opportunities for our kids. It’s not how it was when we were at school. It’s not the traditional desks in a

Pink bale wrap the new green By ROBYN BRISTOW A pink hue is starting glow from paddocks in North Canterbury. Tubes of pink are growing ever longer as farmers and contractors turn to pink bale wrap to highlight rural women’s health and in particular, breast cancer awareness. James and Marita Lundy have joined the growing number of farmers and contractors in using the pink wrap on their lease block at Okuku. Agpac crop packaging specialist, Sam Southcombe, says Agpac wanted to ensure rural women had the same access to health care and information as women in towns and cities.

Pink bale wrap and netwrap provided a way of supporting breast cancer awareness and rural health, with Agpac donating a percentage of the sale of each roll of pink bale wrap and pink/black netwrap to the Louise Perkins Foundation. The foundation is a charitable trust that operates under the name Sweet Louise. Sweet Louise aims to improve the lives of New Zealanders living with secondary breast cancer through support, therapy and practical support. Three drivers were taken to Christchurch hospital last Monday afternoon after a crash at the intersection of Lineside and Fernside roads, near Rangiora The crash happened about 1.20pm. One person was taken to hospital by helicopter, the other two by St John Ambulance. There were no passengers in the vehicles. Sergeant Rob Irvine of the Kaiapoi police said two of the drivers suffered serious, non life­threatening injuries. The crash involved a rubbish truck, a four­wheel­drive vehicle, and a five­door hatch vehicle after a right turning vehicle was hit from behind and into traffic on the other side of the road.

Students flocked into the town centre as part of Rangiora High School’s efforts to bring new life to High Street at the Rangiora on High Carnivale. From a barbecue outside a butcher shop, to playing rugby and cricket in the street, to origami, to dressing up as Cinderella and other fairy tale characters, Rangiora High School gave back to local businesses and the community which have supported them over the years. Minister looks to future A community centre is an option for the vacant Rangiora Presbyterian Church site. Speaking at the church’s recent fair, John Knox Presbyterian Church minister Rev Dr Alan Missen said he would like to see a community centre built on the vacant High and King Streets corner site. The congregation’s 90­year­old earthquake prone church building was demolished earlier this year, after being closed two years ago. ‘‘I would love to build something that is very community facing. I was talking with some of the staff at the (Waimakariri District) council and they were saying Rangiora doesn’t have a community centre, so I would love to explore that option between the church and the council. ‘‘This is a fairly strategic site. We are on the west end of what’s happening on High Street, so we are in the frame of people walking down the main street.’’ However, he says he has yet to discuss the idea with the congregation and unlike other churches in Christchurch and Kaiapoi, the John Knox Church received only a small insurance payment, meaning any rebuild will be at least three years away. ‘‘We want to build on the site, but we fully realise it is going to take some time to raise the funds and I would rather see us put money into employing a community worker to support families, before we build again.’’ In the meantime the congregation is exploring alternative uses for the empty space. Trampolines have been placed on the site until Christmas as a partnership between John Knox Church’s young people and the Rangiora Baptist Church youth, while a coffee cart is among the options to utilise the space next year. ‘‘The community facing things are

We get a good mix of children, young people, adults and older adults — we have a delightful mix of ages.’’ The congregation also has use of the Presbyterian Support facilities next door for children’s and youth activities during the weekends, while Presbyterian Support shares the John Knox Lounge for activities during the week.

Local hero humbled by award By SHELLEY CALDWELL­TOPP It is difficult to see how Kaiapoi’s Brent Cairns ever has time to himself. Brent runs Naked Art Sculptors and Forever Young Photography with his wife Shirley from their Kaiapoi home. They both also spend many hours doing volunteer work for their community. Last week, Brent was one of two North Canterbury men to receive Canterbury Local Hero Award medals for their outstanding community work. Steve Sterne, co­founder of Patoa Farms, in Hawarden, was also honoured at the awards, along with 200 others around New Zealand. All-stars a success North Canterbury’s first ever all­stars basketball game has proved to be success. Last week the North Canterbury Basketball Association (NCBA) hosted what it hopes will become an annual event in the Friday Night Basketball calendar. With more than 1020 primary school aged players participating in the Friday evening competition, the best 20 players from the region were chosen in a North versus South exhibition game, with the winning team gaining bragging rights for the next year. The idea for the all­stars match originally sprung from two young coaches after seeing the NBA (United States) version, NCBA general manager and chairwoman Caroline Whittaker says. ‘‘Liam Connelly and Sam Watkins have contributed to North Canterbury Basketball for many years and floor control the Mitre 10 Mega venue every week during the competition season. Their idea grew from seeing the quality level of basketball being played at primary level and them wanting to provide something for the players to aspire to.’’ She says the concept has taken off with huge support from parents, players and coaches. ‘‘NCBA have seen this as offering added value to the players, with all costs being underwritten by the club. Players were provided with personalised playing strips, which they get to keep and coaches provided with ceremonial t­shirts. ‘‘The event itself attracted good crowds, following the same format as the NBA, with music, half time competitions, and personalised profiles of each player, as they were introduced to the court.’’ The participating primary school aged teams were broken up into two areas with

By KIT CARSON Bellbird Spring Vineyard is very much a family affair that had its origins in the affection Tom and Sheila Porter had for New Zealand, particularly the Waipara Valley. The Porter family moved from Christchurch to Britain in the 1970s, where children Alexis, Mike and Guy were educated. Tom and Sheila returned to New Zealand in the early 2000s, making their home at Bellbird Spring on the south side of the Waipara River, and inviting their adult children to become involved in a vineyard enterprise. ‘‘It really brought the family together. Planting the Home Block in 2002 was the starting point. This was followed by the purchase of Block Eight, our second vineyard, in 2004,’’ Guy says. Mike is no longer actively involved in the business, but he offers his advice from his Auckland base, while Alexis continues to play an administrative role from her Christchurch home. Tom and Sheila live on Home Block, caring for the olive grove there, and Guy with his wife Leigh, and their young son, are across the river on Block Eight. Initially the Porters sold their grapes on contract, with Guy making their signature first wine Home Block White, a multi­varietal field blend of Pinot Gris, Gewurztraminer, Riesling and Muscat Ottonell, in 2008. Guy first became involved with wine in Britain, working for a provincial wine merchant who encouraged him to attend trade tastings. ‘‘This developed my palate and an appreciation of wines in the European style, which is still with me.’’ He went on to gain a winemaking degree from the University of Adelaide before honing his skills in wineries in Australia, North America and Europe. Since that first vintage in 2008, the range of wines has widened, with the addition of Sauvignon Blanc, Pinot Gris, and Pinot Noir, under both the Bellbird Spring and Pruner’s Reward labels. Sourcing fruit from two sites, offers both choice and challenge. The Home Block is classic alluvial bench soil, poor and free­draining which restrains vine vigour. Block Eight is composed of stoney, sandy Domett clay, with warmer temperatures. As well, fruit from outside vineyards is used in producing the lower­priced Pruner’s Reward wines, care in detail being the same, the main point of difference being machine harvesting. Guy’s approach does not change. His emphasis is on ‘‘mouth feel’’ and

The cellar develops its own flora which is drawn on. ‘‘I like wines that are fully rounded and structured. The juice is not protected. We allow it to ferment by itself.’’ This artisan approach is reflected in the ageing in old oak barrels and the crafting of relatively small lots from individual vineyards. Guy is as passionate about food as he is about wine, and says the restaurant market is very important to smaller producers such as himself. ‘‘The two together are a communal experience, a shared experience. Wine is a natural marriage with food. ‘‘We need to inform people within our region about just what they have here. ‘‘The fact is Waipara / North Canterbury is up there with the best, and this is reflected in both awards and reviews.’’

Recovery on track By KIT CARSON Waimakariri earthquake recovery infrastructure repairs are running close to schedule and under budget. Reporting to last week’s Waimakariri District Council meeting, project delivery manager Gary Boot said repairs to and replacement of roading, water, sewer and stormwater works was generally progressing well. Completed projects totalled 30 and a further 15 were under way. The present estimate for the capital component of the recovery works was $44,287,000, against the approved budget of $44,369,000. Mr Boot said the value of projects completed so far was $10 million, while the total spent on the recovery capital programme to the end of October was $14.7 million, representing 33 percent of the total programme estimate. There were five projects, with a value of about $20 million on hold, pending decisions regarding the future use of residential red zone land. Two other projects, one in design and one ready to be started on, were waiting for Canterbury Earthquake Recovery

Woodend Beach cycle walkway project begins Work is finally under way on the proposed new Woodend Beach Road shared cycle walkway project. Slower than expected progress is being made on repairs to infrastructure in Kaiapoi west. Waimakariri District Council roading engineer Gavin Lake says repairs to infrastructure around Hilton Street and surrounding roads, near the Kaiapoi Borough School, are taking longer than planned. The project is due for completion by early May, with council staff hopeful Hilton Street will be re­opened to traffic before school starts back year. ‘‘We are reviewing all of the services ­ sewer, stormwater, water and roading.

Recovery . . . Infrastructure recovery repairs in Kaiapoi are progressing. We are pretty much replacing everything.’’ The other streets in the Kaiapoi west project include Rich, Black and Peraki Streets and Raven Quay, with the project expected to cost $4 million, making it one of the biggest in the council’s earthquake recovery programme. However, work has taken longer than expected due to problems with digging down to get to the deep gravity fed sewers, causing a rethink of the depth of sewer pipes. The work has also included building a new pump station on red zone land, with approval from the Canterbury Earthquake Recovery Authority (CERA), to re­direct the sewer system. Hilton Street has been closed to traffic for the last six months and was originally due to be re­opened this month, but was put back to mid­January. However, another unforeseen issue has arisen which could complicate the council’s plans, Mr Lake says. ‘‘It may be that we will open the street so we can get on with the other streets and then close it again later, as there’s a certain area which may need a bit of re­ work.’’ Mr Lake says the council plans to update the public on the progress and the programme going forward in Kaiapoi west before Christmas, once council staff have had a chance to meet with the contractors. Repairs to sewer and water were completed at Pines Beach earlier this year and now the work of fixing the roads is being tendered. Mr Lake hopes

the work will start in the new year and be completed by mid­April. However, the council is still waiting on the feedback from CERA’s red zone futures survey, completed in September, before it can work on its two biggest projects in Kaiapoi east, around Courtenay Downs and around Cass Street. This work is budgeted at around $20 million. Mr Lake says the council has to decide whether to repair Courtenay Drive, Feldwick Drive and Cass Street, which go through red zone land, or to create new, more direct routes for the residents who rely on them. ‘‘The question really is do we repair the existing road or do we make the road closer to the houses where people are staying. Our engineers have some ideas of what we would like to do, so once we have a steer on the red zone’s future we can go back to the public. ‘‘It hasn’t been a major issue on progress up until now, because we’ve got some other big projects to get on with.’’ However, Mr Lake says there are some big problems with the sewer in Charles and Cass Street and it is costing a lot to maintain, so the council has approved and sought a license from CERA to create a diversion through red zone land. The overall earthquake recovery budget for Kaiapoi is $44 million, made up of 60 per cent government funding and includes roading funding from the New Zealand Transport Agency, insurance money and council funds. The cost to the community is around $8.1 million.

Work is on target for the realignment of Rangiora’s Red Lion Corner. Waimakariri District Council roading manager Ken Stevenson says work is on track for the end of March 2015 deadline. ‘‘It’s going well and there are no real issues, so we should be on track to have it completed well before the big deadline of Anzac Day next year. The end of March deadline gives us some breathing space. ‘‘We haven’t had too much wet weather to hold us up, so it’s going as well as can be expected. There’s certainly a hive of activity there at the moment.’’ The Red Lion Corner marks the intersection of Ivory, High and Ashley Streets and has proven to be a challenging area of the town centre for both community and the council. Re­aligning the corner will allow High Street to be restored to two­way traffic between Percival and Ashley Streets with parallel parking on both sides. Traffic signals will also be installed at the Red Lion Corner intersection. The council resolved to fast­ track the realignment and the project to restore two­way traffic and to improve the Blake Street car park and laneways last year at a cost of $4.2 million, including $2.05 million to realign and signalise the intersection.

Tis the season for Chilean needle grass ­ be on the lookout Environment Canterbury is urging all Cantabrians in rural areas to be on the lookout for Chilean needle grass. Principal resource management adviser biosecurity Laurence Smith says December is the best time for this pest plant to be spotted. ‘‘At this time of the year Chilean needle grass will be left ungrazed by stock and will be standing out among other pasture,’’ he said. Three hundred hectares on 14 properties are affected by Chilean needle grass in Canterbury. Dense patches on some of these properties, probably caused by the emergence of plants from seed reserves in the soil and the season, are causing concern for both landowners and councils. ‘‘We must all be vigilant at this time of

Shanan Stewart stood out with 70 on Saturday against Burnside and 94 not out on Sunday against Marist. The second effort came from just 85 balls and his unbroken partnership of 101 with Andrew Robertson was just carnage. Being a sailing club commodore is challenging enough without a natural disaster. When Murray Walls accepted the position of Waimakariri Sailing and Power Boat Club commodore, not long after the February 2011 earthquake, his clubrooms had been severely damaged and his house was red zoned.
